Nope!
The real problem is some people just get mad over the silliest thing(s) so I can see just as ANet can see the abuse this would lead to. I say if you're really having problems with a member(s), just leave the mission. Sure you might have to start over, and you can't always see problems till later on, but most of the time you'll know before you get too far into the mission. If that doesn't work for you than you need to check yourself or check out anger mangement classes.

The goal of people wanting 'kick' is so that they don't have to throw away a good group of 3-6 people when they get one ugly duck, or throwing away an entire mission. There are creative ways to solve this fundamental problem without introducing more opportunities for abuse.
A Dispute Resolution via Splitting Instances mechanism, for example, facilitates the idea that you can "leave" a group, giving people the option to follow you. If everyone (but the bad apple) leaves with you, you've effectively kicked him; but, it's done in a positive manner -- you aren't actively punishing someone by kicking them.

The people that join and are lower levels and want to gain exp often at least try to kill something. It's the people that join a town mission and do absolutely nothing at all.
votekick is a needed function of this game.

I would never join a votekick enabled team unless i had to, it would be detrimental to fun gameplay.
I've been in missions where emotions are flying but theres no reason at all, I'd prefer to see an automute and a 30 second "freeze" option before a kick, or a way to boot the guy back to the start of the mission, but not out of the game that's harsh and would be unjust.
